The Challenge

Operations Evolve is organized within the Business Line Licensing, within the Stamicarbon Organization. The department is working in a project environment being responsible for managing all Evolve (revamp) projects, while at the same time delivering all relevant technological and technical knowledge and resources to define, sell, and execute the projects. Working in a project environment being responsible for applying HSE competences in all relevant phases of the process design projects within all Stamicarbon business lines .

Health, Safety & Environment (HSE) Engineer

As a HSE Engineer you:

• Advice on the impact of new HSE legislation on the scope and deliverables of Stamicarbon’s business lines;
• Implement changes to the existing HSE process design guidelines, policies and/or procedures, based on analysis of statistical information, and monitor the effect of these changes;
• Chair Design Hazard Studies (DHS) and advice on required adjustments or improvements;
• Maintain HSE design standards and DHS standards of Stamicarbon plant configurations;
• Deal with customer driven deadlines;
• Work together with colleagues originating from different countries, cultures and disciplines;
• Over view the total business line work processes and deliverables and the stakeholders involved;
• Handle a high level of technical and technological complexity.

Your key areas of responsibility are to:

• Keep up to date with legislation and process safety management practices worldwide, related to HSE aspects of the process design (engineering) and operation of licensed production plants;
• Keep up to date with relevant (IEC) standards for DHS/HAZOP studies;
• Give advice to management about the impact of new HSE legislation and -global industry process safety design insights on the scope and deliverables of Stamicarbon’s business lines;
• Give recommendations to management on how best to translate these new HSE legislations and process safety design insights to the work processes, tools and/or deliverables of the business lines;
• As a content owner of HSE standards and guidelines, implement agreed upon changes to the work relevant processes, tools and/or deliverables of the business lines;
• Investigate accidents, incidents, dangerous occurrences, near misses and other incidents during commissioning and operation of licensed plants or manufacturing of proprietary equipment. Translate the findings to the work processes, tools and deliverables of Stamicarbon and/or of the business lines, where appropriate;
• Maintain the Incident Management System and ensure follow-up;
• Ensure that appropriate project HSE performance is monitored and reports are provided as required;
• Conduct HSE assessments at plant sites and equipment manufacturing workshops.
• Manage the Design Hazard Studies and ensure that the necessary requirements are implemented;
• Act as chairman for Design Hazard Studies;
• Liaise and communicate effectively with professional bodies in the field of HSE (IEC), as well as with internal and external stakeholders e.g. project management/project team members;
• Assist where necessary with tenders and presentations to external stakeholders/customers;
• Prepare and conduct HSE training courses and ensure that staff with specific HSE responsibilities has received the appropriate training;
• Monitor existing and new legislation with regard to Health, Safety & Environment (HSE) worldwide and related to the design (engineering) and operation of licensed production plants;
• Translate and implement new or future HSE legislation and internationally recognized process safety design practices to process safety engineering work processes, specifications, methods and technological deliverables to support the business lines;
• Ensure that the tools and methods used by the business lines for making a safe process design (e.g. DHS) are based on best practices, fit-for-purpose and compliant with existing legislation and company values;
• Represent the business lines within and outside the company, with respect to HSE subjects related to the process design of licensed production plants;
• Support QHSE group with ISO45001/ISO14001/SA8000 auditing;
• Support prevention officer in the field of occupational safety.

The Candidate

As a potential new colleague you’ll have;

• At least an technical Bachelor Degree (preferably Chemical Engineering) added with relevant HSE qualifications and certifications (e.g. Post graduate safety engineering);
• > 10 years’ experience in process technology added with relevant HSE plant site related experience;
• Experience in risk assessment techniques (Process hazard analysis, LOPA, event tree, root cause analysis, QRA, etc.) in a complex and highly regulated project environment;
• Broad experience in the engineering business;
• Ability to communicate effectively and to motivate colleagues to achieve high standards of compliance to international, national and company HSE-standards;
• Solid knowledge of process technology preferably within the field of urea, ammonia and nitric acid
• Profound knowledge of process safety design principles and global standards;
• Knowledge of DHS/HAZOP studies and other relevant risk assessment methodologies and studies;
• Good command of written and spoken English.
